By the time the Battle of Jakku commenced, Rae Sloane and Gallius Rax had already parted ways. Rax had brainwashed Rebel prisoners with microchips to kill New Republic leadership at a celebration on Chandrila, which Sloane was attending. Sloane was blamed for the assassination attempt, then was chased off the planet by senate guards and shot in the back during her escape. Disgusted by Rax’s plan, as she believed it to be reminiscent of unethical Rebel tactics, Sloane planned to assassinate him. Rax announced to the Shadow Council that Sloane was dead, and appointed himself Counselor of the Empire.

Emperor Palpatine believed if the Empire failed to protect him, then it needed to be destroyed and rebuilt stronger than before, only letting the most ruthless Imperial leaders survive.

Gallius Rax and Rae Sloane both wanted what was best for the Empire, but Sloane wanted to keep up Imperial standards, while Rax wanted to follow Palpatine’s contingency.Emperor Palpatine believedif the Empire failed to protect him, then it needed to be destroyed and rebuilt stronger than before, only letting the most ruthless Imperial leaders survive, which came to be known as the First Order.The pinnacle moment in Palpatine’s contingency was on Jakku, where Rax was to destroy the Empire and its enemies in one blow, leaving room for the First Order to risefrom their ashes.

During the Battle of Jakku, Rae Sloane eventually catches up with Gallius Rax and shoots him in the stomach multiple times. Rax then tells Sloane that she is the contingency now, and instructs her to go to the Unknown Regions to build the First Order. After defusing Rax’s plans to destroy the Empire and the New Republic, she follows Rax’s instructions and becomes the first leader of the First Order. Both Rax and Sloane fulfill their purposes. Even though he dies, Rax followed Palpatine’s contingency and rebuilt a New Empire, while Sloane got to lead a more orderly Empire.
