Episode 9 finally reveals some answers, with Juliette figuring out thatSolo was only a child when the Silo 17 rebellion happened, meaning that he wasn’t the official shadow for the Head of IT as he had claimed to be. All this time, Solo refusing to let anyone into the vault has been because his father told him to stay inside in order to keep him safe from the rebellion.
